Sequence
What to check before assigning Copilot licences
A safe European rollout combines technical configuration, accountability documentation and organisational measures. The sequence matters.

What to do next
Do not start with a company-wide licence wave. Confirm Boundary settings, cut oversharing, and finish a usable DPIA while a small pilot is running.
A safe European Copilot rollout is a sequence, not a switch. Technical configuration, accountability documentation and staff guidance have to move together. If you only do licences, Copilot will faithfully expose whatever the tenant already allows. If you only do paperwork, the settings will drift.
Before the pilot
Confirm commercial licensing and DPA coverage. Verify residency and Boundary-related settings. Decide on Flex Routing, Anthropic models and web search. Perform an initial oversharing assessment. Put a minimum label taxonomy and DLP in place, including Copilot as a location where supported. Assign a named owner.
During the pilot
Limit licences to a defined group. Watch what they actually ask Copilot, and whether prompts include personal data they should not. Complete or advance the DPIA. Update records of processing and the employee privacy notice. Remediate high-risk oversharing as it appears. Confirm audit logging and retention. Deliver short user guidance — not a 40-page policy nobody reads.
Before a broader rollout
Document residual risk, the settings you accepted, and a review cadence. Microsoft defaults change; Flex Routing in 2026 is the example. Put the review on a calendar with an owner, not in a slide that says “continuous improvement”.
Only then expand licences. Keep a path to restrict or remove access if a site or workload is not ready.
A sequence you can put on a steering slide
Week 0–2: confirm commercial licences, residency, Flex Routing, Anthropic models and web search. Name an owner. Start the oversharing report on pilot sites.
Week 2–6: limited licences, user guidance, labels on high-risk libraries, DLP with Copilot in scope (simulation then enforce), DPIA draft including the 2026 exceptions.
Week 6–12: remediate or exclude remaining high-risk sites, finish records of processing and the staff notice, set audit and retention, schedule a quarterly settings review. Then decide whether a broader wave is justified.
If a step is skipped, say so in the decision log. Silent skips are how Flex Routing defaults and Anyone links survive into a company-wide rollout.
Is Copilot GDPR compliant? Flex Routing FAQ
How small should the pilot be?
Small enough that you can see what those people can already access. A pilot that includes the whole company is a rollout.
Can security work wait until after legal signs the DPIA?
They should run together. Oversharing evidence belongs in the DPIA. Waiting for a perfect paper pack often means the tenant is already in use.
