Is your Microsoft 365 tenant configured for EU/EEA data residency (or do you use Advanced Data Residency / Multi-Geo with EU regions)?
Microsoft 365 admin center → Settings → Org settings → Organization profile (or check tenant data location / Multi-Geo).
